I suspect that is edited, post addition dialogue. I found it while I was looking for a picture to show Deane that had a SQUEEE sound effect example. Had a hard time finding one and settled on this. Who knows? Maybe it is the original script.
I wondered if it might not be the original dialogue. It sounds like something out of Fletcher Hanks. Still, I'm sure I can find equally bizarre dialogue in a number of mainstream comics stories. I have the Magnus Archives from Dark Horse. I will have to search for that panel.
